Component 4: ASEAN Economic Integration Monitoring and Statistics
Component four supports the enhanced monitoring and evaluation (M&E) framework for the ASEAN Economic Community (AEC) as envisaged in the AEC Blueprint (AECB) 2025 which was endorsed by the ASEAN Economic Ministers and AEC Council in 2016. The framework guides AEC monitoring and evaluation (M&E) process and initiatives. It also facilitates the reporting on both compliance and outcomes. To enhance this process, ARISE Plus also facilitates the enhancement of the technical features/functions of the ASEC monitoring database to respond to the challenges or additional requirements that may arise from the first year/s of operationalisation.
Focus Area 1 is on ASEAN Economic Integration Monitoring that supports the operationalisation of the AEC 2025 Monitoring and Evaluation (M&E) Framework, helps raise awareness on AEC integration progress, facilitates ASEAN research and contributes towards increased awareness on the implementation of the AEC Blueprint (AECB) 2025. This is achieved through different levels of monitoring. To achieve this, ARISE Plus is developing an integrated monitoring framework for ARISE Plus Regional and National Projects which is aligned to the AEC M&E framework. In addition to this, ARISE Plus also supports the implementation of AEC 2025 M&E framework at the ASEAN level. Demand driven support for research, capacity building and outreach activities is extended to assist the implementation of the AECB 2025.
Focus Area 2 is on ASEAN Statistics Capacity Building that strengthens the coordination role of the ASEAN Community Statistical System (ACSS) as the apex statistical entity, with improved statistical production capacities to cater to relevant new data requests from ASEAN Sectoral Bodies in all ASEAN member states. The activities of this focus area are dedicated towards enhancement of the AEC monitoring database and supports the ACSS in context of the AECB 2025. To narrow the capacity gap, ARISE Plus also helps strengthen AMS statistical capacities with special focus to Cambodia, Lao PDR, Myanmar and Viet Nam. To help ASEC reach its full capacity ARISE Plus assists ASEC to expand the capacity of ACSS in new statistical domains and supports ASEAN-EU policy dialogue on M&E and statistics in line with the ASEAN-EU Plan of Action (2018-2022).
