With excellent support of the Lao PDR Customs Department, ARISE Plus ran a successful ACTS preparation workshop in Vientiane, Lao PDR. The objective of the workshop was to make final preparations for the implementation of the ACTS Pilot. The workshop included an analysis of the state of readiness of each agency involved in ACTS. These included Customs, Government Transport Agency, Banks, insurance companies and private sector Principal Traders.
Lao Customs, as the body responsible for managing ACTS implementation, has made good progress in system implementation and staff training. The Ministry of Transport of Lao PDR is making preparations to issue the ASEAN Goods Cross Border permit (AGVCBP) and the banking community is ready to issue ACTS guarantees. Furthermore, a private company agreed to register for ACTS and to participate in phase B (parallel run) and phase C (live run) of the ACTS Pilot.
The workshop delivered detailed guidance on the procedural aspects of ACTS and provided practical hands on demonstrations of how to register as a trader on the system, and how to submit a transit declarations to ACTS.
