2nd Expert Group on Finalisation of Implementation Framework for ASEAN Framework Agreement on Multimodal Transport (AFAMT)

26-29 August 2019, Hoi An, Viet Nam

With the valuable support of the Ministry of Transport of Vietnam and the ASEAN Secretariat, ARISE Plus held a successful meeting of ASEAN experts in Hoi An, Vietnam from 26-29 August 2019.  The objective of this 2nd Experts Group Meeting on AFAMT was to finalise the draft Implementation Framework for AFAMT and its Regional Action Plan.  This one of the key deliverables under the ASEAN Transport Strategic Plan 20162025 / Kuala Lumpur Transport Strategic Plan (KLTSP).  In addition to ARISE Plus experts, representatives attended from the ASEAN Federation of Forwarders Associations (AFFA), the International Federation of Freight Forwarders Associations (FIATA) and the United Nations Economic and Social Commission of Asia and the Pacific (UN-ESCAP), and shared their expertise.  Members of Government Transport agencies also attended the event.  The cross-fertilisation of views and expertise between the public and private sector participants was especially fruitful.

The results of the meeting were extremely positive.  The AFAMT Implementation Framework was finalised and will be presented for the endorsement of the ASEAN Transport Ministers later in the year.  The meeting also discussed and agreed future activities to support the implementation of AFAMT, which included the development of AFAMT implementation guidelines, procedural manuals and the running of a pilot exercise in selected ASEAN Member States.

The Programme/Agenda of the Meeting

The meeting had 12 sessions on the first two days and the last two days were continued on discussions among the government officials and private sector about the framework of the agreement and its future agenda.
