ARISE Plus Border Visits in February 2020 in Preparation for implementation of the ASEAN Customs Transit System (ACTS) Pilot
As part of the preparatory activities for the implementation of the ACTS, ARISE Plus carried out a number of visits to the Customs frontier posts of Cambodia, Lao PDR, Thailand and Vietnam where the cross-border transport of goods by trucks will be controlled under ACTS. The missions were carried out in cooperation with the relevant Customs services, and ARISE Plus is grateful for the support provided by them during these visits.
The objective of the visits was to assess the state of readiness of Customs and other border agencies, notably Government Transport Departments to implement ACTS controls and procedures at the border offices.
The programme of visits consisted of Moc Bai in Vietnam and Bavet in Cambodia on 4 February 2020, followed by Poi Pet in Cambodia and Aranyaprathet in Thailand on 6 February 2020. Then on 18 February 2020 ARISE Plus visited Lao Bao in Vietnam and Danesavanh in Lao PDR, and subsequently went to Savannaketh in Lao PDR and Mukdahan in Thailand on 19 February 2020.
ARISE Plus provided advice on the practical implementation of ACTS at the border offices involved, the sequence of Customs control procedures and the physical location of ACTS computer equipment to accelerate the scanning of the Transit Accompanying Document (TAD) at border offices.
